Bump RUNNER_EXPECTED_VERSION to 0.19.0

The frame-aware step vocabulary only the 0.19.0 runner understands, so the
server must require it too. Missed in the previous commit, which left the
dashboard flagging the restarted 0.19.0 runner as out of date.
